I just retried it here myself, and it's working correctly for me. To be sure, here is a checklist of things to check: Make sure that the encryption level (Preferences >> Security >> PDF File Encryption >> Encryption Level) is set to  either 128 bit or 128 bit AES. Make sure all the "Locked PDF" checkboxes are checked (it sounded like they were). Make sure that once you have created the PDF (ie you clicked the "Save" button), that the output file in the "Files" list is selected. The file in the "Merge list" will remain unlocked. Open the file in the PDF Reader (are you using Adobe's PDF Reader?), then select File >> Properties >> Security Tab >> Document Restritions Summary area >> The list of all the options should say "Not Allowed". Copy of your preferences file located here: C:\Users\USERNAME\AppData\Roaming\PDF reDirect\Prefs_v2.ini Copy of a sample file that you are trying to lock (ie the file in the Mergelist - just save it to a file called SAMPLE_UNLOCKED.pdf Copy of the sample file that you are trying to lock. Let's call that one SAMPLE_LOCKED.pdf    Please send them to my e-mail at exp (at) exp-systems (dot) com    I can take a look, and see if I find anything. The log shows that for either files, neither of them were set to be locked.    More specifically, can you check on the main page of the program, that the checkmark was set beside the text that says "Lock PDF file".
